So how does a "merit" pick for detective, submitted by a Commander who should have been in jail himself seven or eight times by our count, manage to piss hot the first week of training?
Perhaps the "Merit" Board would like to explain how this choice was (A) allowed in the first place and (B) what outstanding example of police work he accomplished that we should all aspire to?
